So, I can give you an advice, if you want to do glitchy things its better to do them in Vegas PRO or something like that, at least that way its easier for me because its an included feature. 

Photoshop and some software are not for doing that, but also there are others software specialized for that, but since its a glitchy text movement thingy like an intro you just could make a "video" of it and then make it render as GIF, or just convert it somehow

Do you really have to use that font color? I mean it is not necessary to act cute or kawaii (w/e you want to call it). I can barely read your reply. you can use hard color. I will feel bad to those who are color blind with pinks. just sayin
