Chargebacks via Paypal arent ideal for GoS or you. Please try to avoid them. If you didnt use the software fere will be very likely to refund you.

Do a refund through paypal then, you can do it like fl0at said but you could be waiting months for acknowledgement, fere is just one normal person, paypal is a billion dollar company. Im sure fere is protected unless he decided to run this through his own personal paypal account and nothing 'business' related that protects sellers which again, 95% doubt as it wouldve bit him in the arse a year ago.
