It is one of the hardest mechanics to pull of consistently at this moment, it's called "Speed Flip Kickoff"

However, if you are willing to wait Heisa is working on a kickoff button which does exactly this function.
I don't know when or how it's going to be (Like only on kickoffs or button you press and it happens just like wave-dash is for example)

But I do know this - it is possible to do this even without the RLTool here's how to do it:
