Champion: Soraka

Features:
-Auto Interrupt with E (We had Soraka scripts but none with interrupt :s)
-Auto ult if team mate has x% of hp (and an enemy is in x range of them?)
-Auto W Lowest HP Ally if below x% of HP and your HP = x% (since it takes 10% of hp per cast)
-Q Harass
