attackData autos and activespell autos and calculation question

Does anyone know how attackData.windUpTime/windDownTime/animationTime is calculated with attackDelayOffsetPercent/attackDelayCastOffsetPercent, are these built in values or something? Also what is the difference between using attackData and activeSpell's windup and animation if they are both auto attacks etc?
