I have windows defender completely turned off so not sure why when I click to download launcher nothing happens

You can also try to download it on 'another' browser than the one you usually use, it also usually gets 'stopped' by browsers own protection, you need to allow it, then it will be downloaded.
I also highly recommend getting the windows defender back, and just allow the loader on it when it gives error or simply stop its protection feature, instead of removing a windows feature. (It leads bugs.)
