Tested: Find one bug Harass Mode: and Lasthit Key: Two different keybinds [SPACE] for Harass [X] for LastHit.

Harass mode option LastHitMinions WhileHarass is <OFF> and LastHit: Enable Minions Lasthit is <ON>
When you press [SPACE] for Harass it will last hit minion same as LaneClear key: if Enable Lane Clear is <ON>  LastHitMinions on Harass mode will still work

So in conclusion even if in Harass mode ( LastHitMinions WHile Harass is OFF ) but LastHit Key: and LaneClear Key: options are ON you will last hit still in Harass mode Keybind that is set to space not X or V, so if I am not mistaken the different keybinds were made so you could Harass in one key only and other keys you could take care of the minions last hit.

No worry's just hopp in a game, with those settings, and hold down harass key and tell me if you are still last hitting or not.  
Just wanted to report a bug, and didn't wanted to be closed without actual test.
