I've tried BOL,LeagueSharp,EloBuddy,all of them works great
GOS work but It lags about 1 second (my ping is 19)
My LOL client is in Taiwan, is it because of the location?

I wouldn't suggest disabling Humanizer, but you could try that out.

My ping and FPS are still good, but it plays like ping delay, I feel it almost 300ms (but my LOL screen still shows 19ms)

60FPS and 19ms ping
but my champion's movement delays about 300ms I think
