Since Inspired went into Base, there is no need for this lib anymore.
Scripts using this may enventually break since the lib is no longer recieving updates.

idk...maybe fere will add update stuff in common folder
anyways, did it print lol version now?

no .... still no, i have do exactly what you say but it dont load the lol version and still have cmd print error ..... hoizzzz

ok...i update the dll
it may not fix your problem, but it should show some error code for help me fix your problem
can you redownload the dll and take a screenshot of the new error window?
EDIT:
btw, is your lol game client called "League of Legends.exe"? if you don't know what i'm talking about, just search "League of Legends.exe" in your lol folder

Okay, i've been download and using new GosUltility.dll in common folder and i have a new error print screen.
Here it is: 
And my lol game path is : F:\LienMinhHuyenThoai\GameData\Apps\lolVN\Game\ League of Legends.exe and i think it won't cause an error cause the version before it not have any error @@ with League of Legends.exe

the error means Access Denied, maybe smth block it....

i was disable kaspersky all of antivirus software,.... still have this problems 
( i think i must have to reinstall windows to use this

hmm.....
are you admin?
have you un block those dll and exe? (right click those files you can see a option)

Many users do not have admin rights in league of legends, thus leading to errors related with GoSUtility.dll
I suggest you remaking the lib, with saving settings in scripts folder like inspired does, with IO.library for now.
And even erase downloading files from DLib at all.
Wait for an official API and sandbox.

this is what i'm trying to do....wait for official menu 
about the admin right, most of problem is from get lol version, seems the api need more right to access lol game client
