Only way i see a developer making a Akshan script is everything but the hook. Q logic and R logic while the player uses hook and w manually.

Writing good E logic is impossible, there's too much interactions in this game, and limiting the use of E to a few will make a character almost never use E. The W and R spell is better used manually. So I think only using Q is suitable for scripts.
 
The problem with Yasuo E, Ashkan E is they go close to enemy. You'd have to write advanced damage logic. You would need to calculate the possible damage inflicted on ashkan by opponents. Not only that, you also need to check the stun spells. So firstly advanced damage lib is must have for ashkan E.
 
Of course with perfectly written damage lib ashkan E usage will be not bad in theory. But... There are a lot walls, a lot interactions with other walls (even anivia W will interfere). You can select specific points on the walls and only use E on them, but it's a lot of work and testing.

There are a lot of champions in the game that are perfect for scripting, e.g. syndra, orianna, twitch, kog maw, ezreal and a lot more. Ashkan is not one of them.

Speaking of Oriana, is someone willing to write a good script for it with ally interactions, flee, escape, etc logic ? :)
