i ended up reinstalling back to win 10 just to test last night and it was fixed, so i do have a feeling this issue was caused due to a recent win 11 update.

Alright, so in order to fix this issue I had to borrow a windows 11 machine and install this update. Good thing that I did that, because simply changing the hotkey of the menu wouldn't have fixed the issue, it would still not recognize it.

This is due to them changing an API call which no longer indicates a hotkey is toggled.

Thanks to unkemptfiber1 for mentioning the "windows update" which saved a lot of time debugging and figuring out what caused this.

Let me know if anything shows up again !
