You can check if evade is dodging skillshots before casting your spells.
There's an api for it

I think what he's saying is to over-ride the evading function over your mouse cursor when casting a spell or "orbwalking" like sometimes you'll be in laning phase against a lux as xerath and you'll try to Q but you can't if she Q's in front your Q goes off at an angle.
